ADGM Communities Exempt from Abu Dhabi’s 0% Rent Increase Policy

Thousands of tenants across the capital could soon see greater stability in their housing costs following Abu Dhabi’s decision to temporarily halt rental increases.

The move applies to residential, commercial and industrial properties throughout much of the emirate, offering welcome certainty for renters and businesses alike. However, residents in some of Abu Dhabi’s most popular waterfront neighbourhoods may not be covered by the new measures.

Why Some Communities Are Excluded

Although the rental freeze has been introduced across the wider Abu Dhabi market, properties located within Abu Dhabi Global Market (ADGM) jurisdictions are currently outside its scope.

This includes developments on Al Reem Island and Al Maryah Island, two areas in the city that have experienced strong demand in recent years.

For tenants living in these communities, existing rental arrangements and renewal terms will continue to be governed by a separate set of regulations.

The Reason Behind the Exemption

The distinction comes down to how these districts are regulated. ADGM operates under its own legal and regulatory framework, separate from the systems that oversee the majority of Abu Dhabi’s real estate sector.

ADGM has independent authority over property and leasing matters within its designated zones, with market-wide policies having no impact in the areas.

Any decisions relating to rent controls or tenant protections within ADGM would need to be implemented through its own regulatory channels, with compliance sitting in that jurisdiction.

What It Means for Renters

For many Abu Dhabi residents, the freeze provides reassurance at a time when rental demand remains high. Those living in ADGM-managed areas, however, should continue to review their tenancy agreements carefully and consult landlords regarding renewal terms.

While the latest announcement delivers relief across much of the capital, residents in Al Reem Island and Al Maryah Island will be watching closely to see whether similar measures could eventually be introduced within their respective locations.
