Abu Dhabi has recently updated its tourism and public health rules to let pet parents dine, stay, and explore with their four-legged companions like never before.
As of December 2025, hotels and restaurants holding tourism licenses are officially allowed to welcome cats and dogs. The policy prior to this was only allowing service animals in such places.
The changes come after amendments to animal control regulations, resulting in a huge shift in the hospitality sector and how pets are accommodated in public spaces.

Venues can now choose whether to sign up to allow pets in their establishments, meaning it’s totally optional for the key decision makers.
Outdoor areas are the main hosting points, with indoor or enclosed sections being offered as part of the new service. As long as they meet health, safety, and comfort standards for both human and animal guests, then your much-loved pets can dine and relax in style.
Abu Dhabi’s Department of Municipalities and Transport (DMT) has stated that the decision behind this is part of a bigger strategy to make the capital more inclusive and globally competitive.
Officials point out that promoting pet-friendly tourism is a smart way to enhance Abu Dhabi’s reputation as a world-class destination for visitors with pets, which has become more popular.
Other major cities in the world have accommodated pets and have been doing so for some time, also.
